Open it with the gear at the right end of the toolbar.

Five categories, and Outputs is the big one. How many playouts there are, what colour each is, whether it starts live, which audio track it carries and which keys drive it — all of that sits per playout under Outputs, because it all belongs to one broadcast line.
When a setting takes effect
Most of them immediately. Three do not, and each says so on the line itself:
