When a cue with an assigned overlay is played, it displays the corresponding overlay on its screen; however, that overlay also appears on all other playouts. Furthermore, whenever any playout triggers a cue that requires an overlay, that same overlay appears across all playouts—regardless of which playout initiated it.
In short, the overlays compete for screen space and end up appearing on every playout.
